The Position

The Civil/Structural group in the Design Division of the Engineering and Construction Department is seeking an Associate Civil Engineer with structural modeling skills and a strong civil and structural design background to work on a variety of challenging projects, including buildings, reservoirs, pipelines, buried structures, and foundations. The position is based in East Bay Municipal Utility District's administrative office in downtown Oakland. A hybrid schedule that combines on-site work with telecommuting may be available.

Responsibilities include the following:
• Performing structural analysis and design of reservoirs, pumping plants, and other structures related to the storage, transmission, and distribution of water.
• Preparing calculations, based on the California Building Code, for the design of concrete, steel, wood, and masonry structures using hand calculations and modeling software such as SAP2000 and MathCAD.
• Designing civil and site improvements for EBMUD facilities, including storm water management systems, grading, drainage, and landscaping.
• Preparing and reviewing plans, specifications, and cost estimates for construction contract documents.
• Preparing structural and seismic assessments of existing water storage, treatment facilities, and transmission facilities, based on ASCE and AWWA standards.
• Preparing reports and memoranda, recommending conceptual repairs and retrofits, and determining preliminary cost estimates.
• Preparing detailed sketches, by hand or using software such as Bluebeam, Revit, AutoCAD, or Civil 3D, and communicating design intent to drafting staff.
• Providing design support during construction including reviewing shop-drawing submittals, answering RFIs, preparing design clarifications, and performing special inspections.
• Coordinating the work of the Design Division with other EBMUD work groups and with external agencies and organizations.
• As technical lead on projects, meeting internal client needs and delivering quality results that are within budget and on schedule.
• Keeping up with research and developments in the fields of civil and structural engineering, seismic engineering, and water systems.
• Mentoring and coaching less experienced engineers.
• Leading emergency-response safety assessments of EBMUD facilities.
• Performing other related duties as assigned by the Senior Engineer.

THE IDEAL CANDIDATE

The ideal candidate is a creative individual with broad, deep, and up-to-date knowledge of civil and structural engineering including:
• Building codes and water industry codes
• Design documentation
• Seismic design research and practices
• Concrete, steel, masonry, and wood construction
• Construction and constructability reviews

The ideal candidate also possesses the following:
• Excellent oral and written communication skills, including the ability to make technical and non-technical presentations to both professional and lay audiences.
• Experience collaborating on major projects with engineers, scientists, contractors, technicians, field staff, staff from outside agencies, and members of the public.
• Proficiency in civil and structural analysis, design, and construction support.
• Knowledge of current state seismic and building codes.
• Familiarity with ASCE, CBC, ACI, AISC, and AWWA standards.
• Knowledge of water distribution and treatment engineering principles.
• Experience in project planning, preparing contract bid documents for water facilities, and static and dynamic structural analysis using finite element software.

The salary range is $13,124 per month increasing to $13,780, $14,469, $15,192 and $15,952 after 6, 18, 30, and 42 months, respectively.

Requirements

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. A bachelor's degree in an ABET-accredited civil, structural, or environmental engineering curriculum OR a California EIT Certificate;

2. Four years of professional civil and/or structural engineering experience (subsequent to obtaining the degree), including at least two years of experience at the level of EBMUD's Assistant Engineer classification; AND

3. California registration as a Professional Civil Engineer. NOTE: California specialty registration as a Structural Engineer is highly desirable.

In addition, candidates must possess a California driver's license, a satisfactory driving record, the physical characteristics to perform the critical and important duties of the position and the willingness to work overtime as needed.

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, October 2, 2026. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for November 2026.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
