Position Overview:
We are seeking an experienced, strategic, and hands-on Vice President of Civil Construction to lead our civil construction operations with a focus on residential subdivision and land development. The VP will be responsible for driving profitable growth, delivering high-quality projects on schedule and budget, ensuring safety and regulatory compliance, and building strong client and community relationships. This role requires deep technical knowledge of civil construction processes grading, clearing, and site development plus proven leadership in construction management and business development.

Key Responsibilities:

  • Provide strategic leadership and direction for all civil construction operations, aligning project delivery with company goals and growth plans.
  • Oversee project lifecycle from estimating and preconstruction through execution and closeout for residential subdivisions and land development projects.
  • Drive business development efforts: cultivate client relationships, pursue new opportunities, and support proposal and bid development.
  • Manage P&L, establish budgets, monitor financial performance, and implement corrective actions to achieve financial targets.
  • Lead and mentor regional construction managers, superintendents, and project teams to deliver consistent quality, schedule adherence, and cost control.
  • Ensure rigorous safety programs and regulatory compliance across all job sites; champion a zero-harm safety culture.
  • Optimize operations through implementation and effective use of construction technology and systems (including HCSS) for estimating, scheduling, equipment tracking, and reporting.
  • Provide technical oversight and QA/QC for grading, clearing, earthwork, utilities, and site infrastructure activities.
  • Coordinate with land planners, civil engineers, permitting agencies, and subcontractors to streamline permitting and construction sequencing.
  • Develop standardized processes, KPIs, and reporting to improve productivity, estimating accuracy, and project forecasting.
  • Resolve escalated project issues, contractual disputes, and client concerns in a timely, professional manner.
  • Recruit, develop, and retain talent; support workforce planning, training, and succession initiatives.

Qualifications:

  • Bachelors degree in Civil Engineering, Construction Management, or related field; advanced degree or MBA preferred.
  • 15+ years of progressive experience in civil construction with at least 7 years in senior leadership or executive roles; proven background in residential subdivision and land development.
  • Demonstrated experience with grading, clearing, earthwork operations, and site development best practices.
  • Proficiency with HCSS suite (Heavy Construction Systems Specialists) or similar construction management and estimating software.
  • Strong financial acumen with experience managing P&L, project budgets, cost forecasting, and margin improvement.
  • Proven track record in business development, client relationship management, and successful bid/proposal leadership.
  • Excellent leadership, communication, and interpersonal skills with the ability to lead cross-functional teams and influence at executive levels.
  • Working knowledge of local permitting, environmental regulation, and construction safety standards (OSHA), with a commitment to fostering a strong safety culture.
  • Professional certifications (PE, PMP, CCM) are a plus.
  • Ability and willingness to travel to project sites as required and a valid drivers license.
