Preconstruction Manager

Position Overview
We are seeking an experienced Preconstruction Manager to lead preconstruction and estimating efforts for commercial projects within a general contracting organization. The role is responsible for developing accurate cost estimates, guiding constructability reviews, managing bid strategies and subcontractor qualification, and collaborating with owners, designers and internal teams to shape project scope, schedule and budget to achieve competitive, profitable outcomes.

Key Responsibilities

  • Lead and manage the preconstruction process from conceptual estimating through final pricing for commercial projects.
  • Develop detailed, accurate cost estimates, budgets and cost models using historical data, unit pricing and quantity takeoffs.
  • Coordinate with owners, architects, engineers and internal design/construction teams to perform constructability reviews, value engineering and scope development.
  • Prepare bid strategies, proposals and presentation materials; respond to RFPs and lead bid clarifications and negotiations.
  • Qualify, solicit and evaluate subcontractors and suppliers; develop scopes of work, prequalification questionnaires and subcontractor cost comparisons.
  • Identify, quantify and mitigate project risks and opportunities; recommend alternatives to optimize cost, schedule and constructability.
  • Create preliminary schedules and phasing plans in collaboration with project teams to align cost and delivery milestones.
  • Mentor and supervise estimating staff; review work products for accuracy, consistency and compliance with company standards.
  • Maintain and update estimating databases, takeoff standards, cost libraries and bid templates to improve estimating efficiency and accuracy.
  • Support business development by providing preconstruction input for pursuits and client meetings; track bid results and lessons learned to refine processes.

Qualifications

  • 5+ years of progressive preconstruction and estimating experience with a commercial general contractor.
  • Proven ability to prepare conceptual, schematic and detailed estimates and to translate drawings and specifications into scope and cost.
  • Hands-on experience with estimating and takeoff software (e.g., PlanSwift, Bluebeam, Procore/Construction OS, RSMeans) and MS Office.
  • Strong knowledge of commercial construction means, methods, material costs and subcontractor markets.
  • Excellent communication, negotiation and client-facing skills with a track record of building positive relationships.
  • Demonstrated leadership and team management skills, including mentoring junior estimators.
  • Familiarity with project delivery methods (Design-Bid-Build, Design-Build, CMAR) and procurement strategies.
  • Certifications such as LEED, CCM or CMAA, or estimating certifications are a plus.
  • Willingness to travel to project sites and client meetings as required; valid drivers license.
