Heavy Civil Project Manager

Position Overview
We are seeking an experienced Heavy Civil Project Manager to lead large-scale infrastructure and site development projects from preconstruction through closeout. The ideal candidate will oversee project planning, execution, quality, safety, schedule and budget, coordinate with owners, engineers, subcontractors and agencies, and ensure compliance with DOT, environmental and OSHA requirements. This role requires strong technical knowledge of earthworks, roadway, bridge and utility construction, proven leadership in heavy civil operations, and proficiency with industry software and project controls.

Key Responsibilities

  • Lead planning, coordination and execution of heavy civil construction projects including earthworks, mass grading, excavation, site development, utilities, roadways, bridges, and stormwater systems.
  • Develop and manage project schedules (CPM), monitor progress using Primavera P6 and/or Microsoft Project, and drive on-time delivery.
  • Prepare and maintain project budgets, cost forecasts, and perform cost control; manage estimates, change orders, claims and contract modifications.
  • Oversee subcontractor selection, performance management, procurement and vendor coordination to meet scope, quality and schedule.
  • Implement and enforce Site Safety Plans, OSHA compliance, traffic control plans and temporary traffic management for safe operations.
  • Coordinate permitting, regulatory compliance and DOT standards/specifications with agencies and stakeholders throughout the project lifecycle.
  • Manage Quality Assurance/Quality Control programs, materials testing, concrete mix design verification and as-built documentation.
  • Supervise construction means and methods including shoring, formwork, rebar, reinforced concrete, asphalt paving, pile driving, dewatering and heavy equipment operations.
  • Review and approve construction submittals, RFIs, shop drawings and change order requests; maintain detailed project documentation in Procore/Bluebeam.
  • Perform risk management and value engineering to optimize constructability, schedule and cost while preserving design intent and contract requirements.
  • Coordinate geotechnical, soil stabilization, drainage design, culverts, storm sewers and surveying/staking activities with designers and subcontractors.
  • Provide on-site leadership and technical support for traffic control, temporary works, retaining walls, welding oversight and structural steel coordination.
  • Ensure environmental compliance including erosion and sediment control, stormwater management, and implementation of mitigation measures.
  • Mentor and develop project teams, conduct progress meetings, client communications, and represent the company at stakeholder and public coordination meetings.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management or related field; advanced degree preferred.
  • 10+ years of progressive experience managing heavy civil construction projects (roadway, bridge, utilities, earthworks) with at least 5 years in a project management role.
  • Proven experience with DOT standards and specifications, EJCDC/AIA contract administration and public agency coordination.
  • Strong knowledge of erosion and sediment control, stormwater management, drainage design, culverts, dewatering and environmental compliance.
  • Hands-on understanding of reinforced concrete, asphalt paving, pile driving, shoring/retaining walls, formwork, rebar and heavy equipment operations.
  • Demonstrated expertise in project controls: scheduling (Primavera P6/MS Project), cost estimating (HCSS/HeavyBid, Sage Estimating), budgeting and claims management.
  • Experience with construction management software: Procore, Bluebeam, AutoCAD Civil 3D, BIM/Revit and familiarity with materials testing and QA/QC processes.
  • Excellent contract administration skills, experience managing RFIs, submittals, change orders and subcontractor performance.
  • Strong leadership, communication and stakeholder management skills; ability to mentor field teams and coordinate with owners, engineers and regulators.
  • Certifications preferred: Professional Engineer (PE), PMP, DBIA or relevant construction safety certifications (e.g., OSHA 30, Certified Construction Manager).
  • Ability to read and interpret construction plans, traffic control plans, geotechnical reports and survey data; strong problem-solving and risk management skills.
  • Willingness to work on-site frequently, travel to project locations and perform occasional field inspections and testing oversight.
