Job Location: Berkley, CA
Salary (DOE): $80k-$140k
Requirements: 3+ of Public Works and/or Underground Utility Estimating Experience. Open to candidates of varying experience levels (Junior & Senior Openings)
Position Overview:
We are seeking a detail-oriented Estimator to join our civil construction team. The Estimator will develop accurate, competitive cost estimates for public works, water, wastewater, and utility projects, support bid development and pricing strategies, and collaborate with operations and project management to ensure successful project delivery. The ideal candidate will combine strong technical knowledge of civil construction with hands-on experience using estimating tools such as HCSS and a proven track record on treatment and utilities work.
Key Responsibilities:
- Prepare detailed quantity takeoffs and cost estimates for public works, water, wastewater, utilities, and treatment projects using plans, specifications, and historical data.
- Develop complete bid packages including labor, equipment, material costs, subcontractor quotes, overhead allocation, and contingency pricing.
- Use HCSS estimating software and other estimating tools to generate accurate, auditable estimates and maintain estimating databases.
- Analyze project risks and constructability, identify cost drivers, and recommend value engineering or alternate approaches to improve competitiveness and profitability.
- Coordinate with project managers, engineers, procurement, and field personnel to confirm assumptions, validate pricing, and secure subcontractor/supplier quotations.
- Attend pre-bid meetings and site visits to gather project information, assess site conditions, and clarify scope.
- Prepare bid summaries, bid recommendations, and presentations for leadership; support negotiation and contract award processes.
- Maintain organized estimate records, historical cost data, and lessons learned to improve future estimate accuracy.
- Monitor market conditions, material, and equipment pricing trends relevant to civil, water, and wastewater construction.
- Support post-bid activities including scope reconciliation, change order pricing, and scope transition to project teams.
Qualifications:
- Bachelors degree in Civil Engineering, Construction Management, Estimating or related field, or equivalent industry experience.
- Minimum 3+ years of estimating experience in civil construction with emphasis on public works, water, wastewater, utilities, or treatment projects; senior candidates with more experience encouraged to apply.
- Proven proficiency with HCSS estimating software; familiarity with other estimating platforms and strong Microsoft Excel skills.
- Demonstrated ability to read and interpret engineering drawings, specifications, and contract documents.
- Strong knowledge of construction means and methods, equipment production rates, labor and crew composition, and unit cost development.
- Experience obtaining and evaluating subcontractor and supplier quotes and compiling competitive bid proposals.
- Excellent communication, negotiation, and interpersonal skills with the ability to work collaboratively across departments.
- Highly organized with strong attention to detail, time management skills, and the ability to manage multiple bids simultaneously under tight deadlines.
- Valid drivers license and willingness to attend site visits and occasional travel.
