Job Title: Civil Project Manager
Job Location: Livermore, CA
Salary (DOE): $125k-$170k
Requirements: 5+ years of Civil Construction experience on Underground Utility Projects in the Bay Area 

Position Overview:
We are seeking an experienced Civil Project Manager to lead the planning, design, permitting, construction and commissioning of civil infrastructure projects with emphasis on water, sewer, stormwater, utilities, pipelines and wastewater systems. The role combines project leadership, client and stakeholder management, technical oversight and construction coordination to deliver projects on schedule, within budget and to regulatory and quality standards.

Key Responsibilities:

  • Lead full project lifecycle from proposal and planning through design, permitting, construction and closeout for civil infrastructure projects (water, sewer, storm, wastewater, pipeline, and utility work).
  • Develop, manage and maintain project schedules, budgets and scopes; monitor progress and implement corrective actions to keep projects on track.
  • Coordinate multidisciplinary design and construction teams, consultants and contractors; review design documents, specifications and submittals for constructability and compliance.
  • Manage permitting and regulatory approvals; ensure designs and construction comply with local, state and federal codes and environmental requirements.
  • Oversee field operations, perform regular site inspections, enforce safety and quality control practices, and resolve construction issues promptly.
  • Prepare and present regular project reports, progress updates, change orders and forecasts to clients and internal stakeholders.
  • Administer contracts and procurement activities, evaluate contractor performance, and support claims resolution and dispute management when necessary.
  • Identify and mitigate project risks; develop contingency plans and manage project-level problem solving.
  • Mentor and coordinate junior staff and engineers; foster a collaborative team environment and support professional development.
  • Maintain strong client and stakeholder relationships through clear communication, timely responsiveness and proactive issue management.

Qualifications:

  • Bachelors degree in Civil Engineering, Construction Management or related field; Masters degree a plus.
  • Minimum 5+ years of project management experience on civil infrastructure projects, including water, sewer, stormwater, utilities, pipeline or wastewater systems.
  • Proven experience managing construction activities, contract administration and construction inspection on utility or pipeline projects.
  • Strong knowledge of relevant codes, standards and permitting processes (local, state and federal environmental regulations).
  • Demonstrated skills in project scheduling and cost control (MS Project, Primavera P6 or equivalent) and familiarity with CAD/GIS software.
  • Excellent written and verbal communication skills; experience preparing technical reports, proposals and client presentations.
  • Experience with safety management and certifications such as OSHA 10/30 preferred.
  • PMP certification, while not required, is a plus.
  • Valid drivers license and ability to travel to project sites as required.
